- I don't know what happened in 1889-07 and/or 1890-04:
- 1889-07: Typo in the ORER, cars are now cabooses (note the car count is 11, but there are only 5 car numbers available!)
- 1890-04: Just a typo in the ORER, cars continued to be hay (box?) cars
- Hay cars were converted to "Conductor's" cars
- Hay cars were retired, and [new?] "Conductor's" cars re-used this number series.
- It could be that listing them as "Hay" cars in 1889-07 was wrong
I'm thinking this is the most probably explaination
